Credential tiers

California Preliminary vs Clear credential

Independent planning guide · Last reviewed 2026-10-18

Direct answer

A Preliminary credential is a five-year professional-level teaching credential that is non-renewable and requires further work before Clear upgrade. A Clear credential is the next level and is renewable every five years. CTC decides which one follows an out-of-state application.

The distinction matters for more than terminology. A district may ask whether a newly hired teacher holds a Preliminary or Clear credential, and the answer can affect the timeline for later induction or document work. The route checklist cannot predict the result of CTC's review.

Side-by-side comparison

Question Preliminary Clear
Initial validity Five years. Five years.
Renewal Non-renewable; specific upgrade work is required. Renewable every five years.
How it relates to the out-of-state application One possible result after CTC reviews the application packet. Another possible result or later level after CTC review.
What determines the later path The requirements printed on the credential and the materials submitted with the application. Current renewal rules; this page does not substitute for CTC's current instructions.

Why Route 1 or Route 2 does not predict the tier

The route describes the closest set of facts for the out-of-state application. It does not guarantee that CTC will issue Preliminary or Clear. CTC's overview explains that the application can result in either tier and that later upgrade requirements may depend on what was submitted.

That is why a route output should be read together with the official credential-type answer. A teacher who needs to know the likely tier should ask CTC using the real credential, transcripts, experience evidence, and requested subject area.

Questions to ask before accepting a timeline

  • Which credential tier is the district expecting at hire?
  • Does the district treat a Preliminary credential as sufficient for the role?
  • What later work would be required to upgrade, and who provides it?
  • What does CTC expect to review before confirming the tier?
  • What happens if the application packet is incomplete?

Preliminary is not a lesser credential

A Preliminary credential is a professional-level teaching credential for the period printed on the document. Calling it “lesser” can lead teachers to misunderstand its use. The practical issue is the follow-up requirement: plan for the upgrade rather than assuming that the document can simply be renewed.

Clear is not automatic

Clear status should not be inferred from the words “professional-level” or from prior out-of-state experience. It is a California credential tier, and CTC controls the result. Confirm the exact credential language after issuance and ask what must happen before the next renewal.

What to do after the credential arrives

  1. Read the document line by line, including the expiration and any conditions.
  2. Save a complete copy and note the date the credential was issued.
  3. Give the district the actual tier instead of describing it generically as a “California credential.”
  4. Put any later upgrade requirement into a calendar with the responsible program or employer.
  5. Recheck the condition before assuming that renewal or an extension is available.

Questions for the hiring district

Make the requirement concrete

  • Does this assignment require a Preliminary credential, or must it be Clear at hire?
  • If I receive a Preliminary credential, what onboarding support does the district provide?
  • Does the district recognize California induction for the later upgrade?
  • Whose responsibility is it to track the deadline, and what happens if the credential expires?

Common misunderstandings

  • Treating the five-year term as an automatic renewal period.
  • Assuming a Clear result because the applicant had many years of experience.
  • Using a district's job title as proof that the credential tier is sufficient.
  • Forgetting that the credential may carry subject or grade restrictions.
  • Waiting until the preliminary term is nearly over to ask about upgrade work.

Connect the answer to the application route

Read the Route 1 or Route 2 guide for the evidence that changes the out-of-state planning path. Then use the browser checklist to record what is still uncertain. Neither step decides the credential tier.

Planning checklist

  • Keep the official credential conditions after issuance.
  • Ask the district whether its requirement is Preliminary or Clear.
  • Put upgrade deadlines and responsible parties in one calendar.
  • Recheck CTC's current instructions before paying renewal or upgrade fees.
